Difficulties Persist for Relief Supplies in Gaza City In Spite Of Truce

Even if the Rafah crossing from Egypt starts functioning soon, humanitarian organizations encounter major difficulties providing aid to northern Gaza, the region most severely affected by hunger, specialists report.

Infrastructure Problems

Major routes are practically blocked due to extensive devastation across the war-torn region – or are still occupied by security personnel. Any truck that malfunctions is likely to be immediately stripped.

The main entry point, the main entry point to the north, devastated by 24 months of fighting, has been inactive for multiple weeks, and authorities have told humanitarian organizations in Gaza that there are no current intentions to reopen the border point, per reports from humanitarian staff.

Destruction in Gaza City

Observers said many of the roughly 300,000 people who have gone back to the northern area from the densely populated southern area where they had been staying during the armed conflict were now "living" among the destruction of their homes, often without any protection and with limited food or water.

A spokesperson from a humanitarian body said the damage in northern Gaza was "overwhelming".

"It is block after block, structure after structure ... there is urgent requirement for water. The situation is dire. We must have each access route operational," the official, who was in Gaza City in recent days, added.

Restricted Access

A community leader located in Gaza City said the necessities in what used to be the region's bustling commercial and cultural hub were "overwhelming".

"We see hope and hope but there needs to be rapid progress on the access routes. There has been no major improvement on the reality yet," the representative commented.

"There remains a small quantity of assistance [and] we are only starting to grasp the extent of devastation. So many streets are overwhelmed by debris ... there is hardly any residence that is safe. There is damage and unexploded ordnance everywhere."

Ongoing Developments

In recent days, aid agencies said modest volumes of vital cooking gas entered Gaza for the first instance in multiple months, along with deliveries of grain products, rice and fresh vegetables. The additional resources sent commercial prices falling.

In the central town, a civilian said there had been some improvement since the peace agreement.

"The markets are containing food, vegetables, and produce, although the costs are still high and not accessible for everyone," the resident commented.

Colder Months Preparations

"The primary requirements at present, specifically due to the approach of the cold season, are to have a tent to protect us from the cold weather and winter clothes because the shops do not have sufficient clothing for us or, if they exist, they are extremely limited and extremely pricey."

Multiple UN-supported food preparation facilities in mid and southern regions have resumed functioning since the peace agreement.

Aid Distribution

Transport were reported to have come through the humanitarian corridor via the eastern border to Gaza during the week, though specific quantities were uncertain.

Israel's public broadcaster stated that recent humanitarian shipments would include edible goods, treatment resources, energy sources, cooking gas and materials to restore vital infrastructure.

"Humanitarian aid continues to enter the Gaza Strip through the humanitarian corridor and additional routes after Israeli security inspection," an military representative stated.

Delivery Problems

But counting the volume of transports could be deceptive, advised a specialist from a humanitarian organization. "We need to know the materials within the transports and how full they are for it to be a really meaningful indicator," the expert said.

Commercial operators are sending groups of transports containing sweets, carbonated beverages and light food, which have poor dietary quality, while emergency treatments for minors or individuals who have been without proper sustenance for an extended period are scarce.

Healthcare Conditions

Throughout the main city, only few nutritional outpatient clinics are functioning, compared with many in July.

Many agencies have substantial resources in assistance materials stored around Gaza awaiting entry. An international organization working with Palestinians across the area for decades has multiple months of supplies of sustenance for everyone in Gaza prepared to be transported.

"We possess the supplies, the tools and the capabilities ... we simply must have the access," said one aid worker, recently returned from Gaza.

Diplomatic Considerations

A diplomatic framework specifies that "full" support should reach Gaza and be provided through humanitarian bodies and relief organizations, without interference from either armed factions or national security.

This appears to exclude the controversial government-supported humanitarian organization which commenced activities in earlier this year, leading to disorderly situations and multiple fatalities as numerous individuals assembled around its assistance centers.
